The Bureau of Justice Assistance (BJA) within the Office of Justice Programs at the U.S. Department of Justice has announced the FY25 Comprehensive Opioid, Stimulant, and Substance Use, Site-Based Program (COSSUP) Notice of Funding Opportunity (NOFO).
 
This NOFO provides federal funding to support state, territorial, local, and tribal governments to build or grow comprehensive responses to overdoses and illicit drug use, including opioids and stimulants. It supports law enforcement investigations of illegal drug distribution, expands prevention and overdose reversal efforts, and increases treatment and recovery services, both in the community and in correctional facilities.

About the ProgramCOSSUP funds support the development, implementation, or expansion of comprehensive programs in response to overdose deaths, illicit opioids, stimulants, and other substances. The anticipated period of performance for each category is 36 months. Eligible applicants include state, county, city or township, district, and federally recognized Native American tribal governments, as well as other units of local government. Court-based intervention programs or family court programming are allowable use of funds.
